Just a day after urging parents to ignore the World Cup and to teach their children about the National Agricultural Advisory Services, Ugandan President Yoweri Museveni halted the program pending a review. Funds already earmarked for NAADS recipients will be distributed.

New Vision reports Museveni has received many complaints from the agricultural community about the program. The complaints center on what the paper calls the “massive corruption and discrimination” of NAADS officials and the belief that very few farmers actually benefit from the program.

In a bizarre confrontation, Museveni also threatened to have the Tororo district’s veterinary officer apprehended on Thursday. The threat was in response to the officer’s stating that the district could not afford to purchase the pesticides necessary to combat the livestock disease Nagana.

“All the NAADS money we are sending that people are stealing, what would have been the problem of diverting some?” New Vision quotes Museveni as saying. “I can arrest you for negligence.”
